for most people building a 4k gaming pc right now, the rtx 5080 is the move. it's fast, it's (relatively) available, and it won't feel outdated for years.
the 5090 is overkill unless you're also doing heavy creative work or just want the best.
the 5070 ti is the smart budget pick if you're okay using dlss to hit smooth framerates.
what about amd?
